Horizon Engineering is proud to announce that the firm has been certified by the Commonwealth of Pennsylvania Department of Labor and Industry as a Third Party Agency to Act as a Construction Code Official. As a certified agency Horizon can provide code services under contract with opt-in municipalities and to owners of residential construction projects in any municipality that has opted not to enforce the Uniform Construction Code (UCC). Certification as a Construction Code Official distinguishes Horizon Engineering as a leading full service municipal engineering firm.

In May 2008, Horizon Engineering was appointed the Code Enforcement and Zoning Officer for Birdsboro Borough, Berks County. Horizon provides representation for the Borough to ensure day-to-day code support, citizen complaints, community safety, and construction inspection are all addressed in a timely and economically responsible manner. Horizon is also assisting by reviewing the Borough’s codes and ordinances to eliminate conflicting language resulting from prior stand-alone ordinance revisions.

Horizon Engineering’s Director of Surveying, Robert Miller, PLS, recently attended the 2008 American Congress on Surveying & Mapping (ACSM) Annual Conference in Spokane, Washington. The conference is presented by four member organization of ACSM: American Association for Geodetic Surveying (AAGS), Cartography and Geographic Information Society (CaGIS), Geographic and Land Information Society (GLIS), and National Society of Professional Surveyors (NSPS). These groups and their related subcommittees held meetings throughout the length of the conference. Concurrently, technical sessions and Continuing Education workshops were offered for members and non-members alike. Additionally, over 60 exhibitors were given opportunity to sell and demonstrate their products in the Exhibition Hall.
The conference spanned six days, offering participants a variety of workshops and technical sessions aimed at sharing the latest advancements in the fields of surveying and mapping, and allowing attendees an opportunity to interact with colleagues from around the nation. As the National Society of Professional Surveyors (NSPS) Governor of Pennsylvania, Mr. Miller also had legislative responsibilities over the duration of the conference, including attendance at the Joint Government Affairs Council, The NSPS Standards Commission, the NSPS Private Practice Commission, the NSPS Foundation, Inc., the Great Lakes Regional Council meeting, and the Board of Governors meeting.

Horizon Engineering would like to congratulate David Citro for earning licensure as a Professional Engineer in the Commonwealth of Pennsylvania. Employed by Horizon since June of 2003, David serves as a leading Project Manager in the firm’s Private Engineering Unit and is an integral component of the company’s success. Horizon Engineering is pleased to announce that David Citro has recently become a 2007/2008 member of the International Erosion Control Association (IECA). The IECA boasts more than 3,000 members in 52 countries. It specializes in stormwater management and natural resource protection, and is the world’s oldest and largest association devoted to helping members solve the problems caused by erosion and sedimentation. The IECA promotes year-round education and updates its members on the latest technologies associated with improving erosion control and preventing sedimentation. Horizon Engineering maintains four Certified Professionals in Erosion and Sedimentation Control on its staff, and has been identified as an experienced consultant in post-construction stormwater management to assist NPDES Permit applicants by the Pennsylvania Department of Environmental Protection. Horizon Engineering maintains its commitment to providing the highest level of professional expertise possible, in order to do “What it Takes” to responsibly and ethically meet the needs of our clients. On Wednesday, November 14, Horizon Engineering hosted a Business Card Exchange for the Upper Bucks Chamber of Commerce. Nearly 100 people were in attendance for the event, which provided an opportunity for those in Upper Bucks County to meet and interact with their fellow business owners. The Business Card Exchange was held at Horizon Engineering’s corporate office in Quakertown, offering refreshments from local businesses and a tour of Horizon’s recently expanded facilities. Horizon Engineering principal, Larry Romanowski, is incoming President for the Upper Bucks Chamber of Commerce. Several of Horizon Engineering’s Certified Professionals in Erosion and Sediment Control (CPESC) recently attended a seminar on Geosynthetic BMPs for Stormwater Management sponsored by the PA Chapter of ASCE, the PA/DE Chapter of ASLA and the PACD. The seminar, attended by a variety of professionals from private and municipal engineering firms, development and contracting companies, and regulatory agencies, discussed how various geosynthetic products could be utilized to meet and/or exceed regulatory requirements for E&S and Stormwater BMPs in innovative and economical ways. Horizon Engineering is proud to announce that Thomas J. Yuhas P.E., P.L.S. has joined the company as Director of Government Services. Under the direction of Mr. Yuhas, Horizon Engineering is poised to offer a full suite of consulting engineering services to municipalities throughout the eastern and southeastern Pennsylvania region. With a diverse technical background groomed over the last 35 years, Mr. Yuhas is uniquely qualified to meet the challenges associated with his position at Horizon Engineering. Throughout his career, Tom’s primary focus has been in the government sector, where he has been involved with projects in twenty-four municipalities throughout five counties in Pennsylvania, and with projects directly involving six federal agencies. A licensed Professional Engineer in Pennsylvania, New Jersey, and Maryland and a Professional Land Surveyor in Pennsylvania, and New Jersey, Tom is also a Certified Building Official (CBO) with the Pennsylvania Department of Labor and Industry. Mr. Yuhas holds a Bachelors of Architectural Engineering (BAE) degree from The Pennsylvania State University and a Masters of Business Administration (MBA) degree from Saint Josephs University. Tom is looking forward to meeting our local government officials to discuss creative solutions to today’s unique challenges. Robert R. Miller as Director of Surveying. Bob became licensed as a Professional Surveyor in 1979 in Pennsylvania, and 1993 in Delaware. He is a past State President of the
Pennsylvania Society of Land Surveyors (PSLS) and is a founding trustee of the Pennsylvania Land Surveyors Foundation, which has presented over $100,000 in scholarships in the last ten years to students enrolled in College Survey curriculums. Bob is the
National Society of Professional Surveyors (NSPS) Governor of Pennsylvania, representing the surveyors of Pennsylvania in Washington as a liaison for educational, legislative, and public relation initiatives. He also serves as the Pennsylvania chairman of the NSPS Trig-Star program and serves on the NSPS ALTA/ACSM Standards Committee, where he was involved in the preparation of the 2005 ALTA/ACSM Standards. For the last 15 years Bob has been teaching workshops in Basic and Applied Survey Mathematics, Construction Surveying, Writing Legal Descriptions and Boundary Survey Law. Bob is a member of the Pennsylvania State University Surveying Curriculum Advisory Board. Horizon Engineering announces the formation of a Stormwater Permitting Task Force to embrace stormwater quality regulations and further develop the firm’s expertise in this area. The group will focus on clarifying the new NPDES permit applications and procedures initiated by PADEP, will explore the impact of the firm’s recent acquisition of 3rd party consultant status with PADEP, and will examine new site design alternatives that will be “what it takes” to balance a developer’s economic project constraints with environmentally friendly development approaches. Company Golf Outing. The yearly event is held at Butter Valley Golf Port in Barto, PA, and is an opportunity for the staff to engage in friendly competition and to enjoy each other’s company outside the office setting. Horizon Engineering of Quakertown recently completed site design and obtained municipal and Commonwealth agency approval for the
Reserve at Warrington, located in Warrington Township, Bucks County. The Reserve at Warrington is a 29-lot single family residential development located at the intersection of Upper State Road and Limekiln Pike. Horizon’s responsibilities on the project included full site and landscape architectural design and permit acquisition from the Pennsylvania Department of Transportation, Pennsylvania Department of Environmental Protection and the Bucks County Conservation District. Horizon Engineering has recently unveiled its new Graphic Design Department. Noting the increasing need for presentation graphics and general illustrative support during the engineering and land development process, Horizon Engineering responded with the development of this new department. Its personnel have more than 10 years of experience in providing high-quality graphics and marketing material for professional clientele. The department specializes in generating support material for public presentations, including: site and landscape plan renderings; photorealistic composite imaging; aerial and photographic imaging presentation; and site, community, and directional mapping. Additionally, the Graphic Design team offers stand-alone graphics for use in general marketing applications and consulting services for the design and implementation of material for use in electronic and print media. This new service complements the firm’s array of professional engineering, surveying, and landscape architectural services. Horizon Engineering of Quakertown is proud to announce that the firm has been selected by the Pennsylvania Department of Environmental Protection (DEP), Bureau of Watershed Management, as a Consultant to assist Permit Applicants in the Preparation of Complete and High Quality National Pollution Discharge Elimination System (NPDES) Applications for Construction Activities in DEP’s Southeast, Northeast, and Southcentral Regions. DEP, in an effort to encourage more complete and better quality initial applications for NPDES Permits for Stormwater Discharges Associated with Construction Activities (NPDES Permit), improve the efficiency of application review procedures, and enhance assurances that appropriate, effective stormwater management best practices are implemented, has authorized qualified Third Party Service Providers to assist applicants and their consultants in assembling complete, quality NPDES permit applications, Erosion and Sedimentation Control (E&S) Plans, and Post Construction Stormwater Management (PCSM) Plans, and to assist in facilitating "Team" approaches to construction project E&S and PCSM plan development. DEP has identified Horizon Engineering as an experienced consultant with the documented knowledge in post-construction stormwater management to assist NPDES Permit applicants assemble quality and complete applications that reflect the new requirements and guidance. Applicants that use the services of an authorized Consultant qualify for a DEP priority Post Construction Stormwater Management permit application review schedule - permit decision, considering public input, within 32 calendar days of the close of the 30-day public comment period assuming no unusual circumstances. Selection as a Qualified Consultant to participate in this program identifies Horizon Engineering as a leading expert in their industry. Horizon Engineering is proud to announce that four members of our engineering staff have earned Certification as Professionals in Erosion and Sedimentation Control, as part of a program founded by the Soil and Water Conservation Society (SWCS) and the International Erosion Control Association (IECA. In order to obtain the CPESC certification, each gentleman met rigorous educational and practical experience requirements and successfully passed the comprehensive written examination required by the program. The CPESC program was founded in 1981, and is administered and managed today by CPESC, Inc. The program currently boasts over 3,500 active registrants throughout the world, and in obtaining this certification, Horizon Engineering's four engineers join the elite company of only 45 Certified Professionals in Erosion and Sediment Control in the Commonwealth of Pennsylvania. Stormwater Best Management Practices (BMP) Manual recently implemented on December 30, 2006 by the Pennsylvania Department of Environmental Protection. The new manual has been published by DEP as guidance for engineers and site designers to ensure effective stormwater management techniques are developed as part of construction projects to minimize the adverse impacts of stormwater on ground water and surface water resources. BMPs serve to reduce and infiltrate storm water flows and improve water quality to protect the Commonwealth’s streams and ground water supplies. The week of March 18th is Land Surveyor's Week in Pennsylvania. The Pennsylvania Senate unanimously passed Senate Resolution No. 25 to recognize the crucial role Land Surveyors play in the development of our community, the Commonwealth, and the nation. In passing the resolution, the Senate recognizes the technological and societal advancements, such as the expanded use of computers, robotics and satellites to determine precise geographical boundaries and in the proper construction of new roads and buildings. Surveyor of the Month by US Surveyor of Evansville, Indiana. US Surveyor is a national broker of ALTA\ACSM Land Title Surveys who contracts the services of hundreds of surveyors across the country.
