Estelle T. Eberhardt is an accomplished engineer with over 40 years of experience in the field of Land Development and over 30 years of experience as a principal and co-owner of land development firms. Her firm (Irick, Eberhardt & Mientus, Inc.), including staff and existing projects, joined with Horizon Engineering in July 2025.
After starting her career as a Survey Technician, she graduated from Penn State University with a degree in Civil Engineering and earned her PE license in 1990. Estelle works on a multitude of subdivision and land development projects ranging from small property owner plans & permits (i.e. garage, building addition or pools) to large subdivisions or land developments. This involves coordinating with other industry professionals for preparation of plans and supporting reports as well as procurement of all required permits and approvals. Her professional emphasis is on water resources including stormwater management, floodplain analysis and related aspects of hydrology and hydraulics.
When not working Estelle loves to spend time outdoors and with her pets.
